जम्मू। भगत महासभा जेएडंके यूनिट ने केएएस की सीनियारिटी लिस्ट में धांधली का आरोप लगाते हुए सरकार से नई सूची जारी करने की मांग की है। सरकार ने यदि यह कदम नहीं उठाया तो महासभा सोमवार से प्रदर्शन करने को विवश होगी। महासभा के महासचिव महिंदर भगत ने इसकी जानकारी मंगलवार को प्रेस कान्फ्रेंस के दौरान दी। उन्होंने बताया कि गवर्नमेंट के आर्डर नंबर 743-जीएडी डेटिड 26 जून 2011 को केएएस की फाइनल सीनियारिटी लिस्ट जारी की गई है। इस लिस्ट में एससी, एसटी और ओबीसी कैटेगरी के अफसरों के नाम सबसे नीचे रखे गये हैं। उन्होंने इसे अपमान बताया है और आरोप लगाया है कि सीनियारिटी लिस्ट में धांधली हुई है, क्योंकि प्रस्तावित वरिष्ठता सूची में ऐसा नहीं था। फाइनल सूची जारी करने में हेरफेर कर दिया गया है। अब उनके समाज के लोगों के नाम बॉटम लिस्ट में पहुंच गए हैं, जो कि गलत है।
उन्होंने बताया कि सरकार के ऐसा करने से उनके समाज के लोग कभी एचओडी की जगह पर नहीं पहुंच सकेंगे। सरकार सीनियारिटी लिस्ट को सही करे, ताकि उनके समाज के लोगों के साथ अन्याय न हो। उन्होंने मुख्यमंत्री और उपमुख्यमंत्री से मांग की है उनकी जायज मांग पर गौर किया जा

JAMMU, July 5: Expressing its grave concern over placing of officers belonging to reserved categories at the bottom of final seniority list of KAS officers issued by the Government vide its order No 743-GAD of 2011 dated June 24,2011, the Bhagat Mahasabha J&K termed it total violation of Reservation Act of 2004 and reservation rules under SRO 294 read with SRO 144.

All the vacancies accrued to the Government in time scale since 2004 upto 2008 were clubbed together without applying year-wise roster points, to the sheer disadvantage of KAS officers belonging to SC/ST/OBCs categories, general secretary of the Sabha Mohinder Bhagat told reporters here today.

He impressed upon the Government to implement 85th Amendment of the Constitution of India in J&K and SRO 110 giving consequential benefits of roster point seniority to the reserved categories.

He said the tentative seniority list issued vide Government order No 485-GAD of 2010 dated April 21, 2010 was issued only after marathon meetings of the establishment cum selection Committees in 2008 giving due consideration to the slots available / reservation rules for each feeding services while making promotions/ inductions into KAS and same should have been finalized without any change in it.

He said the final seniority list issued by the Government vide order no 743-GAD of 2011 dated June 24,2011 was issued with malafide intensions towards reserved categories and be revoked immediately failing which the people belonging to SC/ST and OBC categories will come to streets and protest.

The Sabha has also appealed the Chief Minister and Deputy Chief Minister to sort out this issue immediately and ensure due share to the officers of SC/ST and OBCs in the final seniority list.

Bhagat Maha Sabha (BMS) took a serious note against the final seniority list of KAS officers, declared last month, where the candidates belonging to SC, ST and OBC categories are reportedly at the bottom of the list. Giving ultimatum of one week to the government, BMS sought change in the tentative list. Addressing a press conference, Mohinder Bhagat, general secretary BMS alleged that the candidates belonging to SC, ST and OBC categories are at the bottom of the seniority list. He claimed that this is the violation of reservation of Reservation Act 2004 and Reservation Rules issued vide SRO 144. He said that they will stage a mass protest, if the tentative seniority list is not finalized by the government. He also appealed to the Deputy Chief Minister to get anomalies incorporated in the final seniority list confirmed and finalized where in due share to the officers belonging to SC, ST and OBC has been given. Among others who were present in the press conference included Bodh Raj Bhagat, Kuldip Raj Bhagat, Tara Chand Bhagat, Shamsher Chand Bhagat, Pritam Chand Bhagat, Ashok Kumar Bhagat and others.
